1. Content and level of expenditure on forest fire fighting from July 15, 2024
The Government issued Decree 58/2024/ND-CP dated May 24, 2024 on investment policies in forestry, effective from July 15, 2024.
Accordingly, the content and level of expenditure for forest fire fighting are as follows:
– Meal expenses for forces and people participating in forest fire fighting (including those receiving salaries and those not receiving salaries from the state budget) according to the mobilization order of the competent authority, up to 0.4 days of regional minimum wage/meal;
– People mobilized and mobilized to directly fight forest fires and serve forest fire fighting according to the mobilization order are entitled to the regime and policies prescribed in Article 34 of Decree 136/2020/ND-CP.
The time for forest fire fighting is calculated from when the forest fire fighting participants receive the mobilization order to participate in fire fighting until the fire is extinguished and there is a notice of the end of the fire fighting time from the competent authority;
When fighting forest fires far from the place of residence, and there are no conditions to go back and forth every day, the mobilized authority will arrange accommodation, support means of transport, travel expenses or pay for one-time round trip fare according to the working regime of the Ministry of Finance; be supported with food expenses at the level prescribed by the Provincial People’s Committee.
– Expenses for buying drinking water for people participating in fighting forest fires, buying fuel (gasoline, oil), repairing, compensating for damage when vehicles and equipment are mobilized or rented to fight forest fires. For vehicles and equipment of the owner (except forest owners) mobilized to fight forest fires, fuel costs, repairs or compensation for damage (if damaged) will be paid according to current regulations.
2. General standards and conditions for consideration of promotion of professional titles of civil servants in the transport sector
This is the content of Circular 17/2024/TT-BGTVT dated May 30, 2024 stipulating the standards and conditions for consideration of promotion of professional titles of civil servants in the transport sector issued by the Minister of Transport, effective from July 15, 2024.

Accordingly, the general standards and conditions for consideration of promotion of professional titles of civil servants in the transport sector are as follows:
– Meeting the standards and conditions specified in Clause 1, Article 32 of Decree 115/2020/ND-CP (amended and supplemented by Decree 85/2023/ND-CP).
– Having a vacant job position corresponding to the professional title of civil servants considered for promotion.
– The head of the competent authority managing civil servants decides to nominate civil servants to consider promotion of professional titles.

– Meet the requirements for minimum working time holding the next lower professional title, specifically as follows:
+ Officials considered for promotion to the professional title of transport official grade I must have held the professional title of transport official grade II and equivalent for at least 06 (six) years as of the deadline for submitting the application for promotion;
+ Officials considered for promotion to the professional title of transport official grade II must have held the professional title of transport official grade III and equivalent for at least 09 (nine) years as of the deadline for submitting the application for promotion.
3. Public disclosure of financial revenues and expenditures for educational institutions from July 19, 2024
The Minister of Education and Training issued Circular 09/2024/TT-BGDDT dated June 3, 2024 regulating the disclosure in the activities of educational institutions in the national education system, effective from July 19, 2024, replacing Circular 36/2017/TT-BGDDT.
Specifically, the public content of financial revenues and expenditures for educational institutions is as follows:
– The financial situation of educational institutions in the previous fiscal year adjacent to the reporting time according to legal regulations, including the structure of operating revenues and expenditures as follows:
+ Revenues are classified by: Funding sources (state budget, investor support; tuition, fees and other revenues from learners; sponsorship and contracts with external parties; other sources of revenue) and type of activity (education and training; science and technology; other activities);
+ Expenditures are classified by: Salary and income expenses (salaries, allowances, additional salaries and other expenses of the nature of salaries for teachers, lecturers, managers, employees, etc.); Expenses for facilities and services (expenses for purchasing, maintaining, repairing and operating facilities, equipment, and hiring services directly serving educational, training, research and development activities.
