New regulations on awarding the titles of “People’s Artist” and “Meritorious Artist” officially take effect; Instructions for clarifying, amending, replacing, withdrawing E-HSQT, E-HSDST, E-HSĐKTHDA from July 26, 2024;… are outstanding policies that take effect from the end of July 2024 (from July 21 to 31, 2024).

1. New regulations on considering and awarding the titles of “People’s Artist” and “Meritorious Artist” officially take effect
On June 6, 2024, the Government issued Decree 61/2024/ND-CP regulating the consideration and awarding of the titles of “People’s Artist” and “Meritorious Artist”.
Specifically, Decree 61/2024/ND-CP stipulates the subjects, criteria, order and procedures for considering and awarding the titles of “People’s Artist” and “Meritorious Artist”.
In particular, Decree 61/2024/ND-CP applies to:
– Individuals engaged in cultural and artistic activities at public cultural and artistic units;
– Individuals engaged in cultural and artistic activities at non-public cultural and artistic units;
– Individuals who are teaching or managing in the field of culture and arts but still participate in professional cultural and artistic performances;
– Individuals who are engaged in professional and freelance cultural and artistic activities;
– Individuals who create cultural and artistic works;
– Organizations and individuals involved in the awarding of the titles “People’s Artist” and “Meritorious Artist”.
Decree 61/2024/ND-CP will take effect from July 22, 2024 and replace Decree 89/2014/ND-CP on awarding the titles “People’s Artist” and “Meritorious Artist” and Decree 40/2021/ND-CP amending and supplementing a number of articles of Decree 89/2014/ND-CP.
In case an individual meets the criteria to be proposed for the title of “People’s Artist” or “Meritorious Artist” and has been approved by the 10th State Council for the title of “People’s Artist” or “Meritorious Artist” and by the time Decree 61/2024/ND-CP comes into effect, there has not been a Decision of the President to award the title of “People’s Artist” or “Meritorious Artist”, he/she will continue to be considered for awarding according to the provisions of Decree 89/2014/ND-CP regulating the awarding of the title of “People’s Artist” or “Meritorious Artist” and Decree 40/2021/ND-CP amending and supplementing a number of articles of Decree 89/2014/ND-CP. 2. Civil judgment enforcement statistical reporting form system from July 26, 2024
On June 10, 2024, the Minister of Justice issued Circular 05/2024/TT-BTP regulating the civil judgment enforcement statistical reporting regime and monitoring the enforcement of administrative judgments.
Accordingly, the civil judgment enforcement statistical reporting form issued with Circular 05/2024/TT-BTP includes:
– Results of civil judgment enforcement calculated by work.
– Results of civil judgment enforcement calculated by money.
– Results of enforcement of state budget revenues.
– Results of civil judgment enforcement calculated by work divided by civil judgment enforcement agency and enforcement officer.
– Results of civil judgment enforcement calculated by money divided by civil judgment enforcement agency and enforcement officer.
– Results of civil judgment enforcement calculated by money divided by civil judgment enforcement agency and enforcement officer.
– Results of proposals for consideration of exemption or reduction of civil judgment enforcement obligations.
– Results of applying security and enforcement measures in civil judgment enforcement.
– Results of handling complaints, denunciations, recommendations and reflections on civil judgment enforcement.
– Results of receiving citizens in civil judgment enforcement.
– Results of monitoring, inspecting and examining civil judgment enforcement.
– Results of resolving state compensation in civil judgment enforcement.
– Results of monitoring administrative judgment enforcement.
Circular 05/2024/TT-BTP takes effect from July 26, 2024 and replaces Circular 06/2019/TT-BTP.
3. Guidance on clarifying, amending, replacing, and withdrawing E-HSQT, E-HSDST, and E-HSĐKTHDA from July 26, 2024
The Minister of Planning and Investment issued Circular 10/2024/TT-BKHĐT dated June 12, 2024 amending Circular 09/2021/TT-BKHĐT guiding the selection of investors to implement investment projects under the public-private partnership method and investment projects using land, Circular 10/2022/TT-BKHĐT guiding the provision, posting of information, and selection of investors on the National Bidding Network.
Specifically, Circular 10/2024/TT-BKHĐT has amended the provisions on clarifying, amending, replacing, and withdrawing E-HSQT, E-HSDST, and E-HSĐKTHDA in Article 21 of Circular 10/2022/TT-BKHĐT with the following content:
+ Investors are responsible for:
(i) Clarifying E-HSQT, E-HSDST, and E-HSĐKTHDA at the request of the bid solicitor, the Project Preparation Unit, or the Agency or unit in charge of receiving the PPP project proposal dossier, the Department of Planning and Investment, and the Economic Zone Management Board for investment projects using land;
(ii) Self-clarifying and supplementing documents proving legal status, capacity, and experience when investors discover that E-HSQT, E-HSDST, and E-HSDKTHDA lack information and documents on their valid status, capacity, and experience but have not submitted them with the dossier.
+ Clarification of E-HSQT, E-HSDST for PPP projects, E-HSĐKTHDA for investment projects using land is done on the System. All requests for clarification and clarification documents from investors are done on the System.
