1. Guidance on adjusting monthly allowances for retired elderly commune, ward and town officials
On July 5, 2024, the Minister of Home Affairs issued Circular 8/2024/TT-BNV guiding the adjustment of monthly allowances for retired elderly commune, ward and town officials.
Accordingly, from July 1, 2024, the monthly allowance level for retired elderly commune officials will be adjusted according to the provisions of Article 2 of Decree 75/2024/ND-CP dated June 30, 2024 of the Government adjusting pensions, social insurance benefits and monthly allowances as follows:
(1) Increase the monthly allowance by 15% above the allowance level enjoyed at the time of June 2024 for the subjects specified in Article 1 of Circular 8/2024/TT-BNV.
The monthly allowance received from July 1, 2024 is calculated according to the following formula:
Monthly allowance received from July 1, 2024 = Allowance received at June 2024 x 1.15
In which:
The allowance received at June 2024 is the allowance level specified in Clause 3, Article 2 of Circular 11/2023/TT-BNV dated August 1, 2023.
(2) From July 1, 2024, after adjusting the monthly allowance for retired old communal officials according to the provisions in (1) whose allowance is lower than VND 3,500,000/month, it will be adjusted to increase as follows:
– Increase by VND 300,000/person/month for those whose monthly allowance is less than VND 3,200,000/person/month;
– Increase by VND 3,500,000/person/month for those whose monthly allowance is from VND 3,200,000/person/month to less than VND 3,500,000/person/month.
(3) Pursuant to the provisions in (1) and (2), the old and weak commune cadres who have retired as prescribed in Article 1 of Circular 8/2024/TT-BNV include: Cadres who were former Party Committee Secretaries, Chairman of the People’s Committee, Deputy Secretaries, Vice Chairmen, Standing Party Committee Members, Secretary of the People’s Committee, Secretary of the Commune People’s Council, Commune Team Leader, Commune Police Chief and other positions are entitled to a monthly allowance of VND 3,500,000/month from July 1, 2024.
See details in Circular 8/2024/TT-BNV effective from July 5, 2024. The regime prescribed in this Circular shall be implemented from July 1, 2024.
2. Conditions for becoming a member of a people’s credit fund
On June 28, 2024, the Governor of the State Bank issued Circular 29/2024/TT-NHNN stipulating a number of contents on the governance, management, organization and operation of people’s credit funds.
Accordingly, the conditions for becoming a member of a people’s credit fund are as follows:
– For individuals:
+ Vietnamese citizens aged 18 years or older, with full civil act capacity, registered for permanent residence or temporary residence in the area of operation of the people’s credit fund.
In case of temporary residence registration, individuals must have production and business activities or be employees working in the area of operation of the people’s credit fund and must have documents proving this issue.
+ Cadres, civil servants and public employees working at organizations and agencies with headquarters located in the area of operation of the people’s credit fund.
+ Not being a person who is being prosecuted for criminal liability, serving a prison sentence; serving an administrative measure at a compulsory drug rehabilitation facility or compulsory education facility; being prohibited by the Court from holding a position, practicing a profession or doing certain work; or being convicted of a serious crime or more and not yet having his/her criminal record expunged.
– For households:
+ Being a household with members permanently residing in the area where the people’s credit fund operates; members of the household having common assets to serve the production and business of the household.
+ Members of the household must appoint a member of the household as a representative to exercise the rights and obligations of a member of the people’s credit fund.
The representative of the household must be authorized in writing by the members of the household in accordance with the provisions of law and must ensure the conditions prescribed in Clause 1, Article 8 of Circular 29/2024/TT-NHNN.

3. Regulations on the establishment of specialized fire prevention and fighting teams from August 24, 2024
On July 10, 2024, the Minister of Public Security issued Circular 32/2024/TT-BCA amending and supplementing a number of articles of Circular 149/2020/TT-BCA and Circular 08/2018/TT-BCA.
Accordingly, the following establishments establish specialized fire prevention and fighting teams:
– Nuclear facilities;
– Airports, seaports;
– Oil and gas exploitation and processing facilities;
– Coal mining facilities;
– Production facilities, arsenals, explosives;
– National reserve warehouses; Petroleum and petroleum products warehouse with a total capacity of 15,000 m3
