1. Conditions for drivers participating in road traffic from January 1, 2025
This is the content of the Law on Road Traffic Order and Safety 2024 passed by the National Assembly on June 27, 2024.
Accordingly, the conditions for drivers participating in road traffic are as follows:
– Drivers participating in road traffic must be of age and in good health as prescribed by law; have a valid driving license with points remaining, suitable for the type of vehicle being driven, issued by a competent authority, except for motorbike drivers specified in Clause 4, Article 56 of the Law on Road Traffic Order and Safety 2024. When participating in road traffic, drivers must carry the following documents:
+ Vehicle registration certificate or a certified copy of the Vehicle Registration Certificate with the original confirmation document of a credit institution or foreign bank branch that is still valid in case the vehicle is mortgaged at a credit institution or foreign bank branch;
+ A driving license suitable for the type of vehicle being driven;
+ Certificate of technical safety and environmental protection inspection for motor vehicles as prescribed by law;
+ Certificate of compulsory civil liability insurance for motor vehicle owners.
– The driver of a specialized motorbike participating in road traffic must be of the age and health as prescribed by law; have a license or certificate of specialized motorbike operation suitable for the type of specialized motorbike being operated; have a valid driving license with points remaining or a certificate of training in road traffic law. When participating in road traffic, the driver of a specialized motorbike must carry the following documents:
+ Certificate of vehicle registration or a certified copy of the Certificate of vehicle registration with the original valid Receipt from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch;
+ License or certificate of specialized motorbike operation;
+ Driving license or certificate of training in road traffic law;
+ Certificate of technical safety and environmental protection inspection for specialized motorbikes according to the provisions of law;
+ Certificate of compulsory civil liability insurance according to the provisions of law.
– In case the documents specified in Clause 1 and Clause 2, Article 56 of the Law on Road Traffic Order and Safety 2024 have been integrated into the electronic identification account, the presentation and inspection can be carried out through the electronic identification account.
– Motorbike drivers participating in road traffic must understand road traffic rules and have vehicle control skills; meet the age and health requirements as prescribed in Point a, Clause 1 and Clause 2, Article 59 of the Law on Road Traffic Order and Safety 2024.
– Car driving learners and car driving test takers, when participating in road traffic, must practice on a driving practice car or a test car on a driving practice route or a test route, with a driving instructor or examiner as a driving instructor. Driving instructors and examiners must carry the documents specified in Clause 1, Article 56 of the Law on Road Traffic Order and Safety 2024.

The 2008 Road Traffic Law (as amended and supplemented) ceases to be effective from the effective date of the 2024 Road Traffic Order and Safety Law, except for the cases specified in Clauses 1, 2, 5 and 6, Article 89 of the 2024 Road Traffic Order and Safety Law.
Resolution 73/2022/QH15 of the National Assembly on pilot auction of automobile license plates ceases to be effective from the effective date of the 2024 Road Traffic Order and Safety Law, except for the cases specified in Clause 7, Article 89 of the 2024 Road Traffic Order and Safety Law.
2. Principles of organization and operation of the People’s Court from January 1, 2025
Principles of organization and operation of the People’s Court from 01/01/2025 is the content of the Law on Organization of People’s Courts 2024 passed by the National Assembly on June 24, 2024.
Specifically, the principles of organization and operation of the People’s Court are as follows:
– Independence according to jurisdiction.
– Ensuring equality before the law and the Court.
– Timely, fair, public, impartial and objective implementation of judicial rights.
– The first-instance and appeal trial regimes are guaranteed.
– Implementation of the first-instance trial regime with the participation of the People’s Assessors, except in cases of trials under the simplified procedure.
– Judges and People’s Assessors conduct trials independently and only comply with the law.
– The People’s Court conducts collective trials and decides by majority, except in cases of trials under the simplified procedure.
