Regulations on support for stabilizing life when the State acquires land from August 1, 2024
On July 15, 2024, the Government issued Decree 88/2024/ND-CP on compensation, support, and resettlement when the State acquires land, which stipulates support for stabilizing life when the State acquires land as follows:
Households and individuals currently using agricultural land who meet the conditions for land compensation will be supported for stabilizing life as follows:
– Recovering from 30% to 70% of the agricultural land area in use will be supported for a period of 6 months if they do not have to relocate and for a period of 12 months if they have to relocate; in case they have to relocate to an area with difficult socio-economic conditions or with particularly difficult socio-economic conditions, the maximum support period is 24 months. In the case of recovery of more than 70% of the agricultural land area in use, support will be provided for a period of 12 months if there is no need to relocate and for a period of 24 months if there is need to relocate; in the case of having to relocate to an area with difficult socio-economic conditions or with particularly difficult socio-economic conditions, the maximum support period is 36 months;
– The area of agricultural land recovered for calculating support for stabilizing life as prescribed in Point a of this Clause is the area within the commune, ward or town where the recovered land is located at the time of the decision approving the compensation, support and resettlement plan and is determined for each project that must recover land by the People’s Committee at the competent level, without accumulating the recovered agricultural land area of previous land recovery projects;
– The support level for one person as prescribed above is calculated in cash equivalent to 30 kg of rice in 01 month according to the average price at the time of support of the locality.
In case households and individuals using the above-mentioned land have less than 30% of the agricultural land area in use recovered; households and individuals using land are not eligible for land compensation or are assigned land for agricultural, forestry, aquaculture, salt production purposes from state-owned farms and forestry farms or agricultural and forestry companies converted from state-owned farms and forestry farms, agricultural production corporations, agricultural cooperatives and have land use contracts, the Provincial People’s Committee shall decide on the level of support, support period, and periodic payment of support money in accordance with each specific case but not exceeding the support level prescribed above.

Transaction limit via e-wallet from July 17, 2024
On July 17, 2024, the Governor of the State Bank issued Circular 40/2024/TT-NHNN regulating the provision of intermediary payment services, which stipulates the transaction limit via e-wallet as follows:
– The total transaction limit via personal e-wallets of 01 customer at 01 e-wallet service provider (including money transfer and payment transactions as prescribed in Point b, Point c, Point d, Point dd, Clause 2, Article 25 of Circular 40/2024/TT-NHNN) is a maximum of 100 (one hundred) million Vietnamese Dong in one month.
– The above regulation does not apply to:
+ Personal e-wallets of people who have signed a contract or agreement to act as a payment acceptance unit with an e-wallet service provider;
+ Payment transactions: Online payment on the National Public Service Portal; electricity; water; telecommunications; fees, prices, and service charges related to road traffic activities; tuition; hospital fees; payment of social insurance, health insurance, and insurance premiums as prescribed in the Law on Insurance Business 2022; payment of due and overdue debts, interest, and other expenses incurred by banks and foreign bank branches.
– Organizations providing e-wallet services must specify the total limit.
