1. Regulations on taking a vote of confidence for individuals proposed for consideration for the title of People’s Teacher, Excellent Teacher from May 25, 2024
The Government issued Decree 35/2024/ND-CP dated April 2, 2024 regulating the consideration for the title of “People’s Teacher”, “Excellent Teacher”, effective from May 25, 2024, replacing Decree 27/2015/ND-CP.
Accordingly, the organization of the vote of confidence for individuals proposed for the title of “People’s Teacher” or “Excellent Teacher” is as follows:
– The head, director of the university, academy, principal and equivalent convenes a meeting of all civil servants, public employees and employees working on contracts for a term of 12 months or more in the unit. The meeting is considered valid when at least 3/4 of the total number of civil servants, public employees and employees attend the meeting. The head of the unit announces the achievements of each individual proposed for the award, organizes the discussion and takes a vote of confidence by voting. The results of the vote of confidence are announced publicly;
For units with 500 or more civil servants, public employees and employees, the head, director of the university, academy, principal and equivalent organizes a meeting to take a vote of confidence. The meeting is considered valid when at least 300 civil servants, public employees and employees attend the meeting. The head, director of a university, academy, principal and equivalent decide on the form of taking a vote of confidence for the number of civil servants, public employees, and employees of the agency, organization, or unit who do not attend the meeting;
– Individuals who receive 80% or more of the vote of confidence are included in the selection list of the Grassroots Council of units under or affiliated to ministries, departments, branches, provinces, the Vietnam Education Trade Union and national universities, private higher education institutions, private vocational education institutions or the Emulation and Reward Council of units and educational institutions under the management of the district level, the Emulation and Reward Council of units and educational institutions affiliated to departments, branches, and sectors under the Provincial People’s Committee.
2. Procedures for developing the Inspection Program Orientation from May 30, 2024
The Government Inspector General issued Circular 04/2024/TT-TTCP dated April 8, 2024 regulating the development, approval of the Inspection Program Orientation and issuance of the inspection plan, effective from May 30, 2024, replacing Circular 01/2014/TT-TTCP.
Accordingly, the procedures for developing the Inspection Program Orientation are as follows:
– Annually, the unit in charge collects information and documents specified in Clause 2, Article 4 of Circular 04/2024/TT-TTCP; Requesting departments, bureaus, and units under the Government Inspectorate and the Inspectorate of ministries, ministerial-level agencies (hereinafter referred to as the Inspectorate of ministries), the Inspectorate of Vietnam Social Security, the Inspectorate of provinces and centrally-run cities (hereinafter referred to as the Provincial Inspectorate) to provide information, documents, and reports proposing the development of the Inspection Program Orientation.
When deemed necessary, the presiding unit shall work directly with the inspectorates of ministries, branches, and localities to collect additional information or clarify the content of the proposed development of the Inspection Program Orientation.
– Based on the collected information, documents, and reports proposing the development of the Inspection Program Orientation stated in Clause 1, Article 6 of Circular 04/2024/TT-TTCP, the presiding unit shall draft the Inspection Program Orientation; collect opinions from departments, bureaus, and units under the Government Inspectorate and the Government Inspectorate’s leaders; receive and complete the draft Inspection Program Orientation and report to the Government Inspector General.
– No later than September 15th of each year, the presiding unit shall report to the Government Inspector General the dossier submitted to the Prime Minister on the draft Inspection Program Orientation, including:
+ Draft Submission of the Government Inspector General submitting the draft Inspection Program Orientation;
+ Draft Inspection Program Orientation;
+ Report summarizing and receiving comments on the draft Inspection Program Orientation (if any);
+ Other information and documents (if any).
3. Requirements for national science and technology research competition projects for middle and high school students from May 27, 2024
This is the content issued by the Minister of Education and Training in Circular 06/2024/TT-BGDDT dated April 10, 2024 on the Regulations on the National Science and Technology Research Competition for middle and high school students, effective from May 27, 2024, replacing Circular 38/2012/TT-BGDDT and Circular 32/2017/TT-BGDDT.
